Responsible for the daily administration, financial management and oversight of the CDBG programsfor the City of St. Peters including compliance, citizen participation, subrecipient monitoring, contractadministration and preparation of plans and reports consistent with guidelines and regulations set forthby the US Department of Housing and Urban Development and the St. Charles County CDBG Plan.Acts as a liaison between the City of St. Peters and responsible St. Charles County Urban Countyadministrative party. Makes recommendations for CDBG programs and policies for the City of St.Peters. Works directly with CDBG program applicants and guides them through the process.Maintains working database, tracking projects and expenditures and enters, verifies and retrieves data(i.e. invoices/check requests). Posts, reviews and analyzes routine accounting records. Composescorrespondence. Performs secretarial and word processing duties of some diversity including thepreparation/use and maintenance of forms, reports and records. Uses data from reports for variouspurposes, according to established procedures and compiles and prepares special reports andanalyses. Processes mail. Answers automated phones and handles calls appropriately. Orderssupplies and maintains inventory. May supervise, coordinate and assign work flow of staff.Performs all work in compliance with established City safety standards. Performs other work asassigned.MINIMUM REQUIREMENTSMust be a US citizen or lawfully authorized alien worker. Associates Degree or any equivalentcombination of education and applicable experience. Typing proficiency of 50 cwpm. Notary public orthe ability to obtain within 3 months. Considerable knowledge of word processing, spreadsheet anddatabase software used by the City. Knowledge of grammar, spelling and business math. DESIRED QUALIFICATIONSConsiderable knowledge of CDBG and the federal regulations related to the administration of thefunds. Strong public relations, public speaking and organizational skills. Proficiency with computerand other office equipment used by the City. Knowledge of Accounting. Considerable knowledge ofgrammar, spelling and business math. A Motor Vehicle Operators license valid in the state ofMissouri, or obtain within one (1) month of employment.
