The HR Specialist / HR Business Analyst will facilitate HR service delivery on reviewing and revising position risk designations in conjunction with administrative management controls in the Personnel Security (PS-2) control family for FedRAMP and Impact Level IV certifications.Work includes reviewing and revising position risk designations; creating a library of Position Descriptions (PD) for all DISC Federal Staff; creating a tracking system for all PDs to be reviewed by DISC supervisory officials on a prescribed schedule; on-going administration/tracking of the review cycles, and; the adjustment/refinement of business process as the NIST 800-53, PS-2 control family requirements are changed. This includes developing, modifying, and queueing broadcast communications to the workforce on HR-related position descriptions and risk designations requirements. This support will require knowledge of and expertise in USDA NFC personnel systems to determine what tools and data are to be used to review position descriptions and for determining position risk designations.
Duties and Responsibilities:
Serve as Team Lead providing HR functional, technical, business analysis, project management, and security to support government’s staff and supervisory workforce for the review and revision of position risk designations
Assist the government in project management and planning for this review and revision.
Attend meetings to present status and findings
Create a tracking system (using SharePoint or other proposed tracking tool as designated by Government) for all PDs to be reviewed by DISC supervisory officials on a prescribed schedule On-going administration/tracking of the review cycles
Adjustment/refinement of business process as the NIST 800-53, PS-2 control family requirements are changed.
Knowledge, Skills, and Abilities:
The ideal candidate will have the following:
Must have two - five years of federal government HR information systems and their inter-relationships and experience leading customer support and self-service tools implementations
Must have two years of federal government project management experience leading remediation and process improvement/automation implementations
Must have demonstrated knowledge of federal government HR regulations, systems, processes, and interdependencies
Knowledge of HR processes and procedures
Knowldege of Position Description Classifications and Position Risk Designations
Education / Years Experience / Training:
Public Trust Required
BS Degree in a Management or Technical Discipline from an accredited institution highly desired
Must be a U.S. Citizen
