Army Installation Management Command Memorial Affairs Coordinator in Fort Leonard Wood, Missouri

Summary

About the Position: This position is located in the Casualty Assistance Center, Directorate of Human Resources, Fort Leonard Wood, MO. Fort Leonard Wood is located in the beautiful South-Central Missouri Ozarks. The Fort covers more than 61,000 acres and is located in Pulaski County, bordering Waynesville/St. Robert and Interstate 44. Responsibilities

Plan and execute Memorial affairs operations in support of Casualty Affairs and Mortuary Affairs Program.

Coordinate appropriate funeral honors for all interments and exhumations, occurring on Army cemeteries.

Advise units in the Casualty AOR, Commanders, and Survivors on establishment of Memorials in memory and in honor of Fallen Soldiers or other significant individuals.

Monitor on-post funeral details for repatriations and individual requests that fall into the area of responsibility.

Prepare invitational orders to bring Survivors to the funeral.

Maintain database of all Military Funeral Honors provided within area of responsibility.

Must be willing to work on-call and/or irregular tours of duty to include nights, weekends, and holidays (24 hours a day 7 days a week). Incumbent is required to use a government computer and cellular phone while on call. A personal background investigation will be required.

Qualifications

This position is a TERM position, Not to Exceed 14 May 2022. Position may be filled as a temporary promotion or temporary reassignment NTE 14 May 2022 by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of five years, and may be made permanent without further competition. Position may be filled as a term appointment NTE 14 May 2022, if the candidate is not a current Army employee. Term appointments may be extended up to a maximum of eight years. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify at the GS-07 level: To qualify based on experience, your resume must show that you have one year of specialized experience which includes: executing operations of a military funeral honors; preparing defense travel orders; inputting information in to a database; applying regulations and policies to funeral details and cemetery operations; providing administrative support; assisting units in casualty areas of responsibility; and providing compassion and appropriate tact dealing with all employees, family, military and external organizations involved in support of the casualty operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

To qualify at the GS-07 level: To qualify based on education, you must have one full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. Time in Grade Requirement for GS-07: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05). To qualify at the GS-09 level: To qualify based on experience, your resume must show that you have one year of specialized experience which includes: assisting in the planning and executing Memorial affairs operations; arranging and coordinating personnel for all military funeral honors in area of responsibility; preparing travel orders via defense travel system; maintaining database of all military funeral honors; coordinating with external organizations to augment delivery of Military Funeral Honors; applying regulations and policies to funeral details and cemetery operations; providing administrative support and assistance to other Casualty employees; providing technical assistance to units in casualty areas of responsibility; coordinating funeral honors on all Army cemeteries assigned to area of responsibility; and providing compassionate and appropriate tact dealing with all employees, family, military and external organizations involved in support of the casualty operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

To qualify at the GS-09 level: To qualify based on education, you must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement for GS-09 level: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
